A política externa da Venezuela no governo Hugo Chávez Frias : atores civis e militares

Abstract

A presente tese tem como objetivo identificar as importantes mudanças desencadeadas na condução da política externa da Venezuela, assim como os atores envolvidos sob as bases do novo projeto político que destaca um discurso revolucionário e de contestação ante uma estrutura do sistema internacional considerada ultrapassada e excludente. A Venezuela, por ser um país que tradicionalmente estruturava sua ação na construção da democracia representativa, na defesa da liberdade e na consolidação da integração hemisférica, passou a desenvolver, com a chegada ao poder de Hugo Chavez Frias, um marcante perfil ideológico orientado à construção de uma nova ordem internacional com maior liderança no nível regional e grandes pretensões no cenário mundial. Dos anos cinquenta até os oitenta, ainda que tenha predominado um sistema centrista dominado por partidos e dirigentes políticos de centro, os militares exerciam uma participação indireta nas questões de Estado. No final dos anos 90 se observa que o sistema político assumiu características complexas, com a presença do Estado cada vez mais refletida na centralização do Executivo, o excessivo personalismo político do Chefe de Estado e o envolvimento de militares no sistema político, refletindo no processo decisório da política externa. Hoje a política externa da Venezuela é defensora de blocos de países em desenvolvimento, contra as estruturas hegemônicas e, em especial, os Estados Unidos, democrata e de simpatias de esquerda, apesar da influência de uma corporação armada, muitas vezes presa a ilusões autoritárias e pragmática no aspecto econômico. A matriz da identidade venezuelana para suas relações externas foi alterada ao longo dos últimos dez anos.

This thesis aims to identify important changes triggered in the conduct of Venezuela`s foreign policy, as well as those involved in the foundation of the new political project that highlights revolutionary rhetotoric and the defense against a structure of internacional systemm considered outdated and discriminatory. Venezuela, as a country that has traditionally structured its actions in the construction of representative democracy, in defense of freedom and the consolidation of hemispheric integration, began to develop with the coming to power of Hugo Chavez Frias, a remarkable ideological profile-driven construction to a new internacional order with greater leadership at the regional and large claims worldwide. From the fifties to the eighties, although it has prevailed a system dominated by centrist political parties and leaders of the center, the military had an indirect interest in matters of state. At the end of the 90`s the political system assumed complex characteristics, attended by the State increasingly reflected in the centralization of the executive, the excessive personalism of the Head of State and the political involvement of the militaries in the polítical system, reflecting int the decision making process of the foreign policy. Today, Venezuelas foreign policy support developing countries, it is against the hegemonic structures, in particular, the United States, democrat and with leftist sympathies, despite the influence of a military corporation often tied to illusions of the authoritarian past and pragmatic in economics. The Venezuelan identity matrix for its external relations has changed over the last ten years.
