O papel dos Estados na assistência social : agentes políticos ou coadjuvantes dos Municípios?

Abstract

Este trabalho objetivou aprofundar a compreensão sobre como os estados federados planejaram executar suas ações na área da assistência social e buscar refletir sobre a importância da política estadual de AS para a consolidação do SUAS em território nacional. Aprofundar o conhecimento sobre o papel desempenhado pelos estados é importante por ainda haver pouca produção acadêmica sobre o tema e pouco conhecimento sobre as políticas públicas planejadas por esses entes. Pretendeu-se agregar conhecimento sobre a atuação e avaliar se os estados se tornaram agentes do governo federal ou coadjuvantes dos municípios. Para tanto, foram investigadas as iniciativas relacionadas à Assistência Social contidas nos planos plurianuais de uma amostra de cinco estados durante o período de 2024 a 2027. Tais ações foram consideradas aquilo que os estados pretenderam executar para a área da AS. Essas também foram cotejadas com as competências previstas para os estados na LOAS, para verificar o alinhamento das ações com a legislação. Os resultados apontaram que os estados brasileiros assumem um papel significativo na formulação e na execução de políticas assistenciais, contudo, apresentando grande diversidade entre as unidades, que pode refletir as diferentes realidades locais e as prioridades de cada governo. Apesar da relevância, a pesquisa identificou que as competências previstas na LOAS não foram plenamente atendidas. Não foi possível observar também um esforço deliberado para a adesão às competências que foram previstas nesse importante marco legal da área.

This study aimed to deepen the understanding of how the federated states planned to implement their actions in social assistance and to reflect on the importance of the state policy on Social Assistance for the consolidation of the Unified System of Social Assistance (SUAS) in the national territory. Deepening the knowledge about the role played by the states is important because there are still very few academic productions on the subject and poor knowledge about the public policies planned by these entities. The aim was to aggregate knowledge about the performance and to assess whether the states became agents of the federal government or assistants to the municipalities. To this end, the initiatives related to Social Assistance contained in the multi-year plans of a sample of five states during the period from 2024 to 2027 were investigated. Such actions were considered what the states intended to implement for the area of Social Assistance. These were also compared with the competences provided for the states in the Organic Law of Social Assistance (LOAS), to verify the alignment of the actions with the legislation. The results showed that Brazilian states play a significant role in formulating and implementing welfare policies, but there is great diversity among the units, which may reflect the different local realities and priorities of each government. Despite its relevance, the research identified that the competencies provided for in the LOAS were not fully met. It was also not possible to observe a deliberate effort to adhere to the competencies that were provided for in this important legal framework for the area.
