Mulheres em campanha : fundo eleitoral e seu impacto para a eleição das deputadas federais em 2022

Abstract

Esta Dissertação estuda a distribuição do Fundo Especial de Financiamento Eleitoral, e seu impacto sobre o financiamento das campanhas eleitorais das Deputadas Federais nas eleições de 2022. Para isso, começamos revisitando e resgatando a literatura, acerca da participação das mulheres no campo da política, e os fatores que explicam sua baixa representação nesta esfera institucional brasileira. Em seguida, apresentamos, brevemente, as diversas formas de financiamento público, destacando a criação do “Fundão”, após recentes mudanças no sistema eleitoral do país. Em especial, buscamos avaliar como os partidos distribuíram essas verbas de campanha entre as suas candidatas eleitas para a Câmara Federal, e com isso contribuir com o debate sobre a sub-representação feminina nas arenas legislativas. Os resultados encontrados, apontam que as candidatas mulheres são sub-financiadas em suas campanhas eleitorais. Demonstrando, assim, que o repasse desigual entre os gêneros impacta significativamente no sucesso eleitoral das candidatas. Os achados da pesquisa também, indicaram que as mulheres brancas eleitas receberam mais financiamento do que as não-brancas e que as candidatas que possuem maior capital político e social foram mais financiadas, obtendo maiores receitas e sucesso. Com esses dados, é possível compreender o papel desenvolvido pelos partidos políticos no Brasil na distribuição e alocação dos recursos eleitorais. Assim como, analisar a relação entre sistema proporcional e seus condicionantes na sub-representação feminina.

This Dissertation studies the distribution of the Special Electoral Financing Fund, and its impact on the financing of the electoral campaigns of Federal Deputies in the 2022 elections. To do this, we begin by revisiting and rescuing the literature on women's participation in the field of politics, and the factors that explain their low representation in this Brazilian institutional sphere. Next, we briefly present the different forms of public financing, highlighting the creation of “Fundão”, following recent changes in the country’s electoral system. In particular, we seek to evaluate how parties distributed these campaign funds among their candidates elected to the Federal Chamber, and thereby contribute to the debate on female underrepresentation in legislative arenas. The results found indicate that female candidates are underfunded in their electoral campaigns. Thus demonstrating that the unequal transfer between genders significantly impacts the electoral success of female candidates. The research findings also indicated that white women elected received more funding than non-white women and that candidates who had greater political and social capital were more financed, obtaining greater income and success. With these data, it is possible to understand the role played by political parties in Brazil in the distribution and allocation of electoral resources. As well as analyzing the relationship between the proportional system and its conditions in female underrepresentation.
