Guerra de posição, discurso e política do medo : uma análise sobre o Brexit a partir da perspectiva neogramsciana de hegemonia

Abstract

Este trabalho busca analisar se a ocorrência do Brexit está inserida em um contexto de uma guerra de posição entre defensores e contestadores da Ordem Internacional (Neo)Liberal na Europa pós-Guerra Fria. Além disso, o trabalho busca analisar, em menor escala, a utilização da Política do Medo enquanto estratégia discursiva no interior de uma guerra de posição. Para tanto, a dissertação divide-se em três capítulos de desenvolvimento. O primeiro em que se discute o arcabouço teórico-conceitual neogramsciano da Teoria Crítica das Relações Internacionais, em consonância com conceitos como Discurso e Política do Medo. O segundo em que se contextualiza o processo de criação da Ordem Internacional Liberal no pós-II Guerra Mundial, a neoliberalização dela ao longo do processo histórico, em relação ao processo de integração europeu e a erupção de movimentos contra hegemônicos, em especial no norteglobal do pós-2008. E, por fim, o terceiro em que se analisa discursos proferidos por membros da campanha oficial pró-Brexit Vote Leave, utilizando-se de métodos de análise discursava crítica, e do conceito de Política do Medo. O que se percebe, por meio dessa análise, é que a ocorrência do Brexit pode ser entendida dentro do contexto de uma guerra de posição na conjuntura mencionada, considerando o momento histórico-político de crise do modelo neoliberal, tendo em vista as características discursivas identificadas no corpo linguístico selecionado, em conformidade com a definição dos conceitos de Guerra de Posição e Política do Medo.

This research aims to analyse whether the Brexit is part of a broader context of a war of position between supporters and opponents of the (Neo)Liberal International Order in post-Cold War Europe. In addition, the work attempts to analyse, on a smaller scale, the use of Politics of Fear as a discursive strategy within a war of position. To this end, the research is divided into three development chapters. The first discusses the neo-Gramscian theoretical-conceptual framework of the Critical Theory of International Relations, in line with concepts such as Discourse and Politics of Fear. The second contextualises the creation of the Liberal International Order in the post-World War II period and its neoliberalisation throughout the second half of the 20th century, in relation to the European integration process and the eruption of counter-hegemonic movements, especially in the post-2008 global North. Finally, the third section analyses speeches made by members of the official pro-Brexit Vote Leave campaign, using critical discourse analysis methods and the conceptualisation of Politics of Fear. What can be seen from this analysis is that the occurrence of Brexit can be understood within the context of a war of position at the aforementioned juncture, considering the historical-political moment of the crisis of the neoliberal model, given the discursive characteristics identified in the selected linguistic corpus, in line with the definition of the concepts of War of Position and Politics of Fear.
