A consulta popular como estratégia de política pública de segurança : a deliberação local na Brigada Militar em Tramandaí

Abstract

A presente dissertação teve como objetivo investigar a relação entre a Consulta Popular e a segurança pública, a partir dos investimentos na Brigada Militar, no município de Tramandaí. Se a relação apresenta contribuições para a variação dos indicadores de criminalidade que afetam a qualidade de vida dos moradores e a capacidade de transformação. Contextualizar se a CP e a Instituição policial militar, enquanto ator no ambiente de desenvolvimento local, alcançaram êxito que a democracia participativa propõe induzir e encontrar, de forma inovadora, uma justificativa no vazio das análises sobre essa combinação de temas tão relevantes para a sociedade que é democracia participativa e a segurança pública. Em conseguinte, tem o intento de analisar o engajamento social, exercido através da CP e do poder local de atores territoriais, atinente às demandas acerca da segurança pública, em especial, as da BM. Para atingir os objetivos a pesquisa de natureza exploratória coletou os dados através de entrevistas semiestruturadas, respostas por Whatsapp e questionários on line, além de sedimentar os conceitos com uma revisão bibliográfica e documental buscando conceitos de democracia participativa, poder local, governança, território, e o levantamento dos índices criminais. O método de abordagem dedutivo se apoiou em quadros, tabelas e gráficos revelando informações de Tramandaí, bem como o método de procedimento histórico foi utilizado para fins de elucidação. Como objetivo geral foi avaliado se os resultados da CP influíram na redução dos indicadores de criminalidade no município. O problema de pesquisa é: a partir dos recursos de investimento eleitos pela Consulta Popular para a segurança pública a serem executados pelo governo do estado, para o município de Tramandaí, houve contribuição para a variação dos indicadores de criminalidade, no período entre os anos de 2004 a 2007? A hipótese central e, uma possível resposta ao problema de pesquisa proposto, é que se confirmou a relação com a diminuição dos principais indicadores que afetam a vida e o patrimônio das pessoas. Buscou envolver o papel da BM na realidade local e revelar a governança territorial no desempenho das atividades operacionais em combinação com as ações da CP, destacando o papel institucional da Corporação e dos Conselhos Regionais de Desenvolvimento no território para o fortalecimento das garantias e obrigações previstas na Constituição Federal de 1988.

This dissertation aimed to investigate the relationship between the Popular Consultation and public security, based on investments in the Brigada Militar in the municipality of Tramandaí. If the relationship presents contributions to the variation of crime indicators that affect the quality of life of the residents and the capacity for transformation. To contextualize whether the PC and the military police institution, as an actor in the local development environment, have achieved the success that participatory democracy proposes to induce and to find, in an innovative way, a justification in the void of analyses on this combination of themes so relevant to society that are participatory democracy and public security. Therefore, it intends to analyze the social engagement, exercised through the PC and the local power of territorial actors, concerning the demands about public security, especially those of the BM. To achieve the objectives, the exploratory research collected data through semi-structured interviews, answers by WhatsApp and online questionnaires, besides consolidating the concepts with a bibliographic and documental review searching for concepts of participative democracy, local power, governance, territory, and the survey of criminal indexes. The deductive approach method was supported by charts, tables, and graphs revealing information about Tramandaí, and the historical procedure method was used for elucidation purposes. The general objective was to evaluate whether the results of the PC influenced the reduction of crime indicators in the municipality. The research problem is: from the investment resources elected by the Popular Consultation for public security to be executed by the state government for the municipality of Tramandaí, was there a contribution to the variation of crime indicators in the period from 2004 to 2007? The central hypothesis, and a possible answer to the proposed research problem, is that the relationship was confirmed with the decrease in the main indicators that affect people's lives and property. It sought to involve the role of the BM in the local reality and reveal the territorial governance in the performance of operational activities in combination with the actions of the PC, highlighting the institutional role of the Corporation and the Regional Development Councils in the territory for the strengthening of the guarantees and obligations provided in the Federal Constitution of 1988.
