A crítica à segregação urbana como injustiça estrutural : uma virada espacial em Iris Young?

Abstract

Esta dissertação reconstrói a crítica à segregação urbana elaborada por Iris Marion Young nas obras Justice and the Politics of Difference (1990) e Inclusion and Democracy (2000). Com base na hipótese de uma virada espacial latente no modelo teórico da filósofa, estudam-se os desenvolvimentos conceituais que permitiram a ela criticar a segregação residencial como um tipo de injustiça estrutural constitutivo de obstáculos ao aprofundamento da democracia. Pretende-se responder quais as implicações de uma crítica à segregação urbana que tem as noções de justiça e democracia como sua base de validade. A partir de uma concepção negativista e relacional de justiça, investigam-se as dimensões da opressão como expressões das injustiças sociais vivenciadas por distintos grupos sociais no espaço urbano. Young critica as experiências de sofrimento social nas cidades em nome de um ideal de vida urbana que se orienta pela defesa da política da diferença enquanto alternativa aos debates político-normativos do final do século XX. Em um segundo momento, examinam-se as modificações no projeto intelectual da autora ao desenvolver sua teoria democrática para condições injustas. O vínculo entre inclusão social, justiça e democracia passa a ser concebido por meio de uma categoria de grupo social estrutural, que não abdica da leitura relacional da injustiça, mas possibilita a contraposição a aspectos eminentemente políticos do modo de vida segregado nas metrópoles, definido especialmente por critérios de raça e classe. O trajeto deste trabalho é delineado pela passagem entre a análise das formas urbanas de injustiça e os elementos positivos que constituem a efetivação da crítica. A reelaboração do ideal de vida urbana enquanto solidariedade diferenciada sustenta-se por uma representação espacializada da democracia, que tem sua base normativa negada pela concentração e de falta de acesso a recursos e debilitações na malha das relações de reconhecimento e interação pública. A imaginação crítica de Young possibilita que se pense, por meio de uma gramática espacial, os impedimentos contemporâneos à emancipação social. É por isso que apesar dos limites temporais, territoriais e políticos apontados ao longo da reconstrução, o presente esforço teórico procura auxiliar na politização das experiências contemporâneas de dominação e opressão vividas no cotidiano urbano.

This master‘s thesis reconstructs the critique of urban segregation elaborated by Iris Marion Young in her books Justice and the Politics of Difference (1990) and Inclusion and Democracy (2000). Based on the hypothesis of a latent spatial turn in Young‘s theoretical model, the conceptual developments that allowed her to criticise residential segregation as a type of structural injustice constituting barriers to the deepening of democracy are studied. The aim is to answer what are the implications of a critique of urban segregation that has the notions of justice and democracy as its basis of validity. From a negativist and relational conception of justice, the dimensions of oppression are investigated as expressions of social injustices experienced by different social groups in urban space. Young criticises the experiences of social suffering in cities in the name of an ideal of city life that is guided by the advocacy of the politics of difference as an alternative to the political-normative debates of the late 20th century. Secondly, we examine the changes in Young's intellectual project as she developed her democratic theory for unjust conditions. The link between social inclusion, justice and democracy is now conceived through a category of structural social group, which does not abdicate the relational reading of injustice, but makes it possible to counter the eminently political aspects of the segregated way of life in the metropolises, defined especially by race and class criteria. The path of this work is outlined by the passage between the analysis of urban forms of injustice and the positive elements that constitute the realisation of criticism. The reworking of the ideal of city life as differentiated solidarity is sustained by a spatialised representation of democracy, which has its normative basis denied by concentration and lack of access to resources and weaknesses in the fabric of relations of recognition and public interaction. Young's critical imagination makes it possible to think, through a spatial grammar, the contemporary impediments to social emancipation. That is why, despite the temporal, territorial and political limits pointed out throughout this reconstruction, the present theoretical effort seeks to assist in the politicisation of contemporary experiences of domination and oppression lived in everyday urban life.
