O trabalho do/a assistente social judiciária/o junto ao serviço de acolhimento institucional : aproximações a partir da realidade de Novo Hamburgo/RS

Abstract

Este trabalho de conclusão de curso teve por objetivo investigar como se configuram os desafios e perspectivas do trabalho dos/as assistentes sociais do judiciário junto ao serviço de acolhimento institucional, com vistas a analisar sua incidência junto a este serviço. A pesquisa realizada se caracterizou por um estudo bibliográfico e documental, de caráter exploratório, pautado no método dialético crítico marxista. A pesquisa bibliográfica foi realizada a partir de um levantamento bibliográfico preliminar, utilizando-se por fontes as revistas Serviço Social e Sociedade; Temporalis e Katálysis, do período de 2010 a 2021; bem como nos Anais do Congresso Brasileiro de Assistentes Sociais (CBAS), ocorrido em 2019. Após a utilização de filtro com os descritores "Serviço Social Judiciário" e "Acolhimento Institucional", bem como utilizados os critérios de seleção/exclusão verificou-se que nas produções dos Anais do XVI CBAS (n= 1742), a partir dos descritores acima referidos, 07 artigos se adequavam à pesquisa na categoria "Serviço Social Judiciário", e 06 com a categoria "Acolhimento Institucional". Na revista Katálysis, do período entre 2010 e 2021, foi possível evidenciar que das 403 produções publicadas em 31 edições da revista, 02 produções abordavam a categoria "Serviço Social Judiciário" e 01 a categoria "Acolhimento Institucional". Já na revista Serviço Social, das 359 produções publicadas nas 42 edições da revista, no mesmo período de 2010 a 2021 evidenciou-se que 07 artigos se relacionavam à categoria "Serviço Social Judiciário" e 01 à categoria "Acolhimento Institucional". Importante salientar que, com os critérios utilizados, nenhuma produção da revista Temporalis foi selecionada. A pesquisa documental foi realizada a partir da sistematização dos diários de campo e relatórios de estágio obrigatório da autora. Como resultados da pesquisa, destaca-se, o trabalho das assistentes sociais judiciárias como espaço contraditório que para além de realizar estudos sociais, laudos e pareceres, está estrategicamente alocado neste espaço para mediar os impactos das expressões da questão social quando estas chegam na esfera da justiça. Assim, igualmente essas profissionais têm contato com o serviço de acolhimento institucional, servindo de referência para as instituições e acompanhando crianças e adolescentes quando da colocação em família substituta. Os resultados da pesquisa bibliográfica articulam, ao longo do trabalho, a realidade do Serviço Social Judiciário da comarca de Novo Hamburgo, vivenciada pela autora no estágio obrigatório em Serviço Social e sua interface com o serviço de acolhimento institucional. Destaca-se a importância da temática, uma vez que verificou-se haver somente uma produção na área. Ressalta-se também a relevância do incentivo ao desenvolvimento da atitude investigativa durante a formação em Serviço Social, que contribuirá para que haja uma articulação entre a investigação e a intervenção profissional no trabalho dos/as assistentes sociais.

This course completion work aimed to investigate how the challenges and perspectives of the work of social workers in the judiciary with the institutional reception service are configured, with a view to analyzing their impact on this service. The research carried out was characterized by a bibliographical and documentary study, of an exploratory nature, based on the Marxist critical dialectic method. The bibliographical research was carried out from a preliminary bibliographical survey, using the magazines Social Service and Society as sources; Temporalis and Katálysis, from 2010 to 2021; as well as in the Annals of the Brazilian Congress of Social Workers (CBAS), which took place in 2019. After using a filter with the descriptors "Judicial Social Service" and "Institutional Reception", as well as using the selection/exclusion criteria, it was found that in the productions of the Annals of the XVI CBAS (n= 1742), from the above-mentioned descriptors, 07 articles were suitable for the research in the category "Judicial Social Service", and 06 with the category "Institutional Reception". In the magazine Katálysis, from the period between 2010 and 2021, it was possible to show that of the 403 productions published in 31 editions of the magazine, 02 productions addressed the category "Judicial Social Service" and 01 the category "Institutional Reception". In the Social Service magazine, of the 359 productions published in the 42 editions of the magazine, in the same period from 2010 to 2021, it was evidenced that 07 articles were related to the category "Judicial Social Service" and 01 to the category "Institutional Reception". It is important to point out that, with the criteria used, no production of Temporalis magazine was selected. Documentary research was carried out based on the systematization of the author's field diaries and mandatory internship reports. As a result of the research, the work of judicial social workers stands out as a contradictory space that, in addition to carrying out social studies, reports and opinions, is strategically allocated in this space to mediate the impacts of expressions of the social question when they arrive in the sphere of justice. Thus, these professionals also have contact with the institutional reception service, serving as a reference for the institutions and accompanying children and adolescents when they are placed in a foster family. The results of the bibliographic research articulate, throughout the work, the reality of the Judiciary Social Service in the region of Novo Hamburgo, experienced by the author in the mandatory internship in Social Work and its interface with the institutional reception service. The importance of the theme is highlighted, since there was only one production in the area. The importance of encouraging the development of an investigative attitude during training in Social Work is also highlighted, which will contribute to the articulation between research and professional intervention in the work of social workers.
