As lutas das mulheres por políticas sociais : avanços e retrocessos

Abstract

A presente dissertação reflete a análise e fundamentação teórica de um projeto de pesquisa realizado no ano de 2021 referente a contribuição dos Planos Nacionais de Políticas para as Mulheres, oriundos das Conferências Nacionais de Política para as Mulheres, na constituição das políticas sociais de gênero nos municípios com mais de 200 mil habitantes do estado do Rio Grande do Sul. Está fundamentado nas categorias de Políticas Sociais, Gênero, Interseccionalidade e Planos nacionais de política para as mulheres. O referencial teórico se sustenta no debate sobre Estado, Sociedade Civil e Políticas Sociais; Raça, Gênero e Classe: Uma Interseccionalidade necessária, as Conferências de Políticas Públicas para as Mulheres - Uma agenda de lutas! Os resultados analisados e refletidos se expressam nos tópicos Contribuição dos Movimentos Feministas, as políticas e programas implementados nos municípios, e o alcance das deliberações das conferências. As considerações finais indicam a importante contribuição das Conferências Nacionais de Política para as Mulheres para a visibilidade de gênero nas políticas sociais, bem como a fundamental participação das feministas para a construção destas políticas sociais.

The present dissertation reflects the analysis and theoretical foundation of a research project carried out in 2021 regarding the contribution of the National Policy Plans for Women, arised from the National Conferences on Policy for Women, in the constitution of gender social policies in the municipalities with more than 200 thousand population of the state of Rio Grande do Sul. It is based on the categories of Social Policies, Gender, Intersectionality and National Policy Plans for Women. The theoretical framework is based on the debate on State, Civil Society and Social Policies; Race, Gender and Class: A necessary intersectionality; Public Policy Conferences for Women - An agenda of struggles! The analyzed and reflected results are expressed in the topics Contribution of Feminist Movements, the policies and programs implemented in the municipalities, and the scope of the deliberations of the conferences. The final considerations indicate the important contribution of the National Conferences on Policy for Women to the visibility of gender in social policies, as well as the fundamental participation of feminists in the construction of these social policies.
