Os megaeventos esportivos como ferramenta de política externa : o caso brasileiro

Abstract

Este trabalho apresenta como escopo de estudo o cruzamento entre Relações Internacionais e esporte, entrando no campo de política internacional e política externa brasileira. Entende-se que o esporte, principalmente a Copa do Mundo FIFA e os Jogos Olímpicos, serve como meio de interação entre diversos Estados e suas populações e possui um grande alcance internacional, sendo, portanto, uma importante ferramenta diplomática. A eleição de Luiz Inácio Lula da Silva, aliada à mudança na conjuntura internacional a partir de 2001, deu ao Brasil diferentes perspectivas sobre sua política externa, com a introdução da diplomacia do esporte em sua agenda, fortalecida pelo lançamento de candidaturas para os dois maiores megaeventos esportivos da atualidade. O que entra em questão aqui então é se a utilização de tal ferramenta realmente fora condizente com as pretensões internacionais do Brasil. Analisada a política externa Lula e o comportamento brasileiro durante os processos de candidatura, verificou-se que muitas foram as oportunidades proporcionadas ao país pelo esporte e que, de fato, a diplomacia esportiva brasileira atendeu àquilo que lhe fora demandado.

This research has as the area of study the intertwining between International Relations and Sports, entering the field of international politics and Brazil’s foreign policy. It is understood that sports, mainly the FIFA World Cup and the Olympic Games, are a way of States and their populations to interact with one another and have a great international reach, therefore being an important diplomatic tool. The election of Luiz Inácio Lula da Silva, along with the change in the international conjuncture since 2001, provided Brazil with different perspectives about its foreign policy, with the introduction of the sports diplomacy in its agenda, strengthened by the launch of candidacy to the two biggest sports mega-events in recent times. What can then be questioned here is if the use of said tool really met Brazil’s international intentions. After analysing Lula’s foreign policy and the brazilian behavior during the elections processes, it was verified that the opportunities brought by sports to the country were many and that, in fact, Brazil’s sports diplomacy achieved what it had been demanded.
