Psicologia, loucura e justiça : os laudos psicológicos produzidos no IPF

Abstract

A presente pesquisa busca compreender, desde uma perspectiva arqueogenealógica, a produção de laudos psicológicos no contexto do Instituto Psiquiátrico Forense Maurício Cardoso (IPF) ao longo do tempo, atentando para os efeitos que as alterações na legislação brasileira sobre saúde mental, assim como as normativas do Conselho Federal de Psicologia quanto à atuação de psicólogas e psicólogos no âmbito do sistema prisional podem ter sobre o regime discursivo implicado na construção destes documentos. Para tanto foram examinandas 263 papeletas administrativas catalogadas no Arquivo do IPF, o que resultou na seleção de 43 documentos escritos produzidos por psicólogos para a composição do escopo desta pesquisa. A partir da análise de tais documentos, os laudos foram divididos em cinco momentos distintos, que operam fundamentalmente através de três regimes discursivos: um regime explicativo fundado nas relações entre desenvolvimento, instinto e perigo; um regime marcadamente disciplinar, de vigilância e relato; e, por fim, um regime discursivo que funciona através de uma modulação do poder pastoral.

This research uses archaeogenealogy, to understand the production of psychological reports of the Forensic Psychiatric Institute Maurício Cardoso (IPF) and how it changed over time, looking at changes in the brazilian mental heath laws, as well as the resolutions of the Federal Psychological Associaton about the proceeding of the psychologists that work in prisions and the effects that it can have in the discursive regime implied in the construction of these documents. Therefore were examined two hundred and sixty three administrative folders cataloged in the archive of the Forensic Psychiatric Institute, which resulted in the selection of forty-three documents written by psychologists for the composition of the scope of this research. From the analysis of this documents the reports were divided into five different moments which operate fundamentally through three discursive regimes: an explanatory regime founded on the relations between development, instinct and danger; a disciplinary regime of surveillance and reporting; and, finally, a discursive regime that works through a modulation of pastoral power.
