O avanço da soja e a sua influência na soberania alimentar nos municipios do Bioma Pampa integrantes do Pan Lagoas do Sul, Rio Grande do Sul

Abstract

Historicamente, o Pampa teve como atividade antrópica tradicional a criação de gado e de outras espécies de pastoreio aproveitando-se das extensas pastagens naturais nos ambientes de campos nativos. Mais recentemente o avanço das lavouras de produção de soja tem se caraterizado no Rio Grande do Sul, por incidir principalmente na área do bioma Pampa. Essa problemática nos leva a fazer as seguintes indagações: qual a relação entre o avanço da soja e a soberania alimentar nos municípios do bioma Pampa no PAN Lagoas do Sul? Quais as medidas que estão sendo tomadas pelo poder público e sua efetividade? Neste aspecto o objetivo deste trabalho é compreender a influência do avanço da soja sobre a soberania alimentar dos municípios do bioma Pampa no PAN Lagoas do Sul, analisando as medidas adotadas pelos poderes públicos frente ao fenômeno. O tipo de pesquisa realizada é exploratório e bibliográfico, como procedimentos metodológicos utilizamos como recorte 30 (trinta) municípios integrantes do PAN Lagoas do Sul localizados na área do bioma Pampa do Rio Grande do Sul para caracterizar o aumento de área de soja plantada no período de 20210 a 2020 com a discussão de dados do IBGE – Instituto Brasileiro de Geografia e Estatística e dados do perfil alimentar dos municípios através de informações compiladas pelo Observatório Socioambiental em Soberania e Segurança Alimentar e Nutricional (ObSSAN/UFRGS)-. Foi feita também a análise da eficácia da legislação ambiental vigente na proteção dos ecossistemas e biodiversidades do bioma pampa do Rio Grande do Sul, e medidas tomadas pelos poderes públicos para lidar com o fenômeno do avanço da soja, mais especificamente atuação do Ministério Público- RS. Como resultados encontrados avaliando aumento das áreas de produção de soja nos municípios integrantes do PAN Lagoas do Sul e sua influência sobre a soberania alimentar municipal, identificamos um avanço significativo da área plantada de soja com um aumento de (352,31%) no período de 2010 a 2020. A partir das análises podemos inferir que a avanço da soja nos municípios do PAN Lagoas do Sul interfere na soberania alimentar, reduzindo áreas de cultivo da agricultura familiar e da agroecologia, bem como o território das comunidades tradicionais. Através da análise das medidas adotadas pelos poderes públicos, percebemos que sua a atuação para lidar com o fenômeno do aumento da soja no bioma Pampa, se mostrou prejudicado, principalmente pelas imposições da legislação vigente.

Historically, the Pampa had as traditional anthropic activity the breeding of cattle and other grazing species taking advantage of the extensive natural pastures in the environments of native fields. More recently, the advance of soybean production crops has been characteristic in Rio Grande do Sul, mainly because it focuses mainly on the pampa biome area. This problem leads us toask the following questions : what is the relationship between the advancement of soybeans and food sovereignty in the municipalities of the Pampa biome in PAN Lagoas do Sul? What measures are being taken by the government and their effectiveness? In this aspect, the objective of this work is to understand the influence of soybean advance on the food sovereignty of pampa biome municipalities in PAN Lagoas do Sul, analyzing the measures adopted by the public authorities in the face of the phenomenon. The type of research carried out is exploratory and bibliographic, as methodological procedures we used as a cut out 30 (thirty) municipalities that are part of PAN Lagoas do Sul located in the pampa biome area of Rio Grande do Sul to characterize the increase in soybean area planted in the period from 20210 to 2020 with the discussion of data from IBGE - Brazilian Institute of Geography and Statistics and data from the food profile of municipalities through information compiled by ObSSAN - Socioenvironmental Observatory on Sovereignty and Food and Nutritional Securityl. It was also made the analysis of the effectiveness of the environmental legislation in force in the protection of ecosystems and biodiversity of the pampa biome of Rio Grande do Sul, and measures taken by the public authorities to deal with the phenomenon of soybean advance, more specifically the performance of the Public Prosecutor's Office - RS. As results found theincrease in soybean production areas in the municipalities of PAN Lagoas do Sul and its influence on municipal food sovereignty, we identified a significant advance of the soybean planted area with an increase of (352.31%) in the period from 2010 to 2020. We found that the advance of soybeanin the municipalities of PAN Lagoas do Sul interferes with food sovereignty, reducing areas of cultivation of family agriculture and agroecology, as well as the territory of traditional communities. Through the analysis and the measures adoptedby the public authorities, we think that its action to deal with the phenomenon of soybean growth in the Pampa biome, was impaired, mainly by the impositions of the current legislation.
