Demanda e oferta por consultas odontológicas especializadas no município de Passo Fundo-RS

Abstract

No ano de 2019, dentro da proposta da PNSB, o município de Passo Fundo-RS, conveniado a Faculdade de Odontologia da Universidade de Passo Fundo implantou um CEO, que passou a ser a primeira e única referência regulada à atenção secundária em saúde bucal para os serviços de saúde, inaugurando assim um sistema de referência para o atendimento odontológico especializado no município. O objetivo desse estudo foi descrever a oferta e a demanda por consultas odontológicas especializadas no município de Passo Fundo – RS, a partir da implantação do CEO no município. Trata-se de um estudo quantitativo, de análise descritiva. Foram incluídos todos os encaminhamentos realizados por serviços de saúde ao CEO do município de Passo Fundo - RS, no período de julho a dezembro de 2019. Analisou-se dados secundários, disponíveis na central de regulação do município e nos registros do CEO, obtidos através de relatórios gerenciais, acerca do quantitativo de encaminhamentos, lista de espera, tempo de espera para o atendimento de consultas e absenteísmo de todas as especialidades ofertadas, além de dados sociodemográficos. Entre os principais resultados identificou-se o agendamento de 962 consultas odontológicas especializadas. As especialidades de Procedimentos básicos – infantil e endodontia apresentaram demanda reprimida, com 225 e 1 solicitações aguardando agendamento. As demais especialidades ofertadas não apresentaram solicitações de consultas pendentes. Procedimentos básicos – infantil e Endodontia também foram as especialidades que apresentaram maior tempo de espera para atendimento (127,1 e 51,2 dias), respectivamente. O percentual médio de absenteísmo foi de 56,54% e mostrou-se elevado em todas as especialidades. A implantação do CEO propiciou a oferta da assistência especializada em saúde bucal no SUS, preenchendo uma lacuna antiga. Este serviço é incipiente e se mostra em construção. A elaboração de protocolos e fluxos de acordo com a realidade do município podem contribuir para uma melhor utilização do serviço. Estratégias foram adotadas na tentativa de diminuir o absenteísmo às consultas, porém investigações devem ser realizadas de forma a identificar as causas e propor outras estratégias que levem a diminuição das faltas no CEO.

In 2019, within the PNSB proposal and through a partnership with the Dentistry course of the University of Passo Fundo, the municipality of Passo Fundo-RS implemented a CEO (dental specialties center), which became the first and only referece to be in regulation with the secondary oral health care for health services, thus inaugurating a reference system for specialized dental care in the municipality. The objective of this study was to describe the supply and demand for specialized dental care in the municipality of Passo Fundo - RS, departing from the implementation of the CEO in the municipality. It is a quantitative study with descriptive analysis. All referrals made by health services to the CEO of the municipality of Passo Fundo – RS from July to December 2019 have been included. Secondary data has been analyzed, which is available at the regulation central of the municipality and in the records of the CEO, obtained through management reports on the number of referrals, waiting list, waiting time for appointments and absenteeism in all specialties offered, in addition to sociodemographic data. Among the main results, 962 specialized dental appointments were scheduled. The specialties of Basic Procedures - Paediatric and Endodontics presented unmet demand – 225 and 1 appointments waiting to be scheduled. The other specialties offered did not present pending appointment requests. Basic procedures - Paediatric and Endodontics were also the specialties that had the longest waiting time for care – 127.1 and 51.2 days. The average percentage of absenteeism was 56.54%, being high in all specialties. The implantation of the CEO provided the supply of specialized oral health care in SUS (Unified Health Care System), therefore filling an old gap. Since the service is incipient and is under construction, the elaboration of protocols and flows following the reality of the municipality can contribute to a better use of the structure. Strategies have been adopted in an attempt to decrease absenteeism in consultations, but investigations must be carried out in order to identify the causes and propose strategies for a reduction in absences in the CEO.
