Segurança na Europa : as implicações da Entente Frugale para a polarização regional

Abstract

O foco central da pesquisa reside na análise da aproximação securitária e de defesa pós-Crise de 2008 entre França e Reino Unido, especificamente no padrão de alinhamento resultante deste processo: os Acordos de Lancaster, enquadrados pela literatura como Entente Frugale. O objetivo geral é desenvolver uma análise de seus condicionantes, de sua atual configuração e de seus impactos para a região. Através da análise de conteúdo e da revisão bibliográfica estuda-se os condicionantes para a cooperação securitária entre França e Reino Unido; a evolução recente na cooperação securitária europeia; a convergência dos interesses em segurança e defesa entre Alemanha, França e Reino Unido e a evolução da presença militar americana no continente. O argumento central é que a Entente Frugale não se configura como consequência de uma alta polarização securitária e de defesa na Europa, nem representa um arranjo securitário bilateral em detrimento de um regional que incluiria a Alemanha. Isso se deve principalmente ao papel de elo e de motor da integração em segurança e defesa exercido pela França. A tentativa de construção da Estrutura Ghent (um mês após a formação da Entente Frugale), a Conferência para Compartilhamento e Uso Conjunto de Armamentos (em 2011 durante as operações na Líbia que necessitaram de auxílio americano) e a tentativa de fusão das empresas BAE Systems e EADS são exemplos que demonstram que a Entente Frugale pode servir de impulsora para a construção de um arranjo securitário regional.

The research aims to analyze the security and defense approximation post 2008 Crisis between French and United Kingdom, specifically the resulting alignment pattern of this process: the Lancaster agreements, framed by the literature as Entente Frugale. The main objective is to develop an analysis of its conditions, its current configuration and its impacts for the region. Through content analysis and literature review, this research has studied the conditions for security cooperation between France and the United Kingdom; the recent developments in European security cooperation; the convergence of interests in security and defense between Germany, France and United Kingdom and the evolution of American military presence on the continent. The central argument is that the Entente Frugale is not consequence of a high security and defense polarization in Europe, neither a bilateral security-arrangement rather than a regional approach that would include Germany. This is mainly due to the role of link and integration engine exercised by France. The attempt to build the Ghent structure (one month after the formation of the Entente Frugale), the Conference on Pooling & Sharing in military capabilities (in 2011 during operations in Libya which needed American aid) and the attempt to merger BAE Systems and EADS are examples which show that Entente Frugale can serve as a propellant for the construction of a security regional arrangement.
