O meio ambiente desde a cultura política : uma aproximação teórica para a América Latina

Abstract

No campo da ciência política, o debate sobre o meio ambiente iniciou por volta de três décadas atrás, relativamente recente quando comparado a outros tópicos da área. O campo da cultura política foi um dos primeiros a abordar a questão, relacionando afluência com valores pós-materialistas, onde os valores ambientalistas estariam inseridos. Porém, essa explicação é insuficiente quando se trata do sul global, em especial na América Latina, onde preocupações ambientalistas aparecem apesar das persistentes desigualdades socioeconômicas. Para contribuir a superar esse impasse, a presente pesquisa tem como objetivo verificar a relação teórica entre o meio ambiente como objeto político e o enfoque da cultura política na região. Para tanto, realizou-se uma revisão bibliográfica, a fim de responder os seguintes objetivos específicos: a) Identificar em quais termos o debate acerca do meio ambiente como objeto político se deu na esfera internacional dentro da área da cultura política; b) Identificar de que maneira o comportamento humano vem sendo vinculado a valores considerados ambientalistas; c) Caracterizar o desenvolvimento do meio ambiente como objeto político na América Latina; d) Analisar a relação da cultura política latino-americana com o debate sobre meio ambiente. Verificou-se que, modelos de comportamento sustentável contribuem para o aprofundar o debate acerca do poder explicativo dos indicadores, mas são insuficientes por não aprofundaram o debate na região latino-americana, nem utilizaram de aportes teóricos para além da teoria da modernização. A partir destas discussões, hipóteses acerca das dificuldades enfrentadas pela região por características da sua cultura política, como o autoritarismo, conservadorismo e desconfiança política, que podem ser prejudiciais para o avanço do debate acerca das mudanças climáticas. Uma vez tendo os pontos teóricos delineados para colocar o debate entre as áreas convergentes, o próximo passo lógico é avançar a pesquisa em futuros trabalhos e desenvolver conceitos específicos da cultura política aplicados ao meio ambiente.

In the field of political science, the debate about environmentalism began around three decades ago, relatively recent when compared to other topics in the area. Political culture was one of the first areas to address the issue, relating affluence to post-materialist values, which included environmentalist values, although this explanation does not sustain itself when applied to the global south, especially in Latin America. In order to understand how political culture has been working with the environment as a political object, this study aimed to verify the theoretical relationship between the environment as a political object through the lenses of political culture in the region. To this end, a bibliographical review was carried out in order to answer the following specific objectives: a) To identify in what terms the debate on the environment as a political object has taken place in the international sphere within the area of political culture; b) To identify how human behavior has been linked to values considered to be environmentalist; c) To characterize the development of the environment as a political object in Latin America; d) To analyze the relationship between Latin American political culture and the debate on the environment. It was found that models of sustainable behavior contribute to furthering the debate about the explanatory power of indicators but are insufficient as they have not explored the debate in the Latin American region, nor have they used theoretical contributions beyond the theory of modernization. Based on these discussions, it was hypothesized about the difficulties faced by the region due to the characteristics of its political culture, such as authoritarianism, conservatism and political distrust, which can be detrimental to advancing the debate on climate change. Once the theoretical points have been outlined to set the debate between the converging areas in motion, the next logical step is to advance the research in future works and develop specific concepts of political culture applied to the environment.
